<p>It appears that certain users have a lot of fun polluting with their offensive user name the history of the thousands of objects they have edited (while their user name was not yet offensive). While they could just as well create 20 different accounts with offending names, these accounts would be obscure and wouldn't shine up in edits all over the city. Being able to restrict their free choice of name for the <em>existing</em> account would indeed help. -- I'm aware that there currently isn't even a concept of "flags affecting an user that a moderator can set" and that all that, including the UI to match, would have to be (properly designed and then) built. I agree it's a bit of a niche case.</p>
