<p>Yes I looked at the commit, but I'm confused. Name of this ticket is "Allow reporting of abusive users to moderators or admins".</p>
<p>Agree this functionality shouldn't be to report editing errors, but there will be a need to report abusive changeset <strong>comments</strong> (eventually)</p>
