<p>All of the problems can be reported already, just not through mechanisms on the website. The goal of this PR is to change the communication channels used for complaints and make it easier for users, not to change who handles complaints.</p>
<p>Something that we need to consider is DWG reporting. Currently we feed complaints into OTRS, which handles managing who has an issue, tracking, and with a script, <a href="https://wiki.osmfoundation.org/wiki/Data_Working_Group#Minutes.2C_Reports_and_Resolutions" rel="nofollow">activity reports</a>. Would we continue with the same workflow?</p>
