<p>That makes sense. We do need to be clear about the whatever the current scope happens to be, I was confused myself until finding this in code <a href="https://github.com/openstreetmap/openstreetmap-website/pull/1576/files#diff-3f97cbb8726f3310e0b0c386dbe89e22R31">https://github.com/openstreetmap/openstreetmap-website/pull/1576/files#diff-3f97cbb8726f3310e0b0c386dbe89e22R31</a>. This should be in  human documentation on the website, along with a description of the procedures, and how to get involved in moderating. Perhaps another short static page like <a href="https://www.openstreetmap.org/welcome" rel="nofollow">https://www.openstreetmap.org/welcome</a>, linked from /help and from relevant places in the reporting workflow.</p>

<p>There's also the issue that type of reported issue (spam vs personal/offensive), may need to be handled differently, with different guidance to moderators, and different processes for selecting moderators.</p>
<p>Is there a process currently for granting moderator status that we can build off, from the DWG?</p>
