<p><a class="user-mention" data-hovercard-type="user" data-hovercard-url="/users/bhousel/hovercard" data-octo-click="hovercard-link-click" data-octo-dimensions="link_type:self" href="https://github.com/bhousel">@bhousel</a> : you could still do this entirely in iD, and only enable some features after a user passes the respective parts of the tutorial, or by using some other metrics. After some time, you could encourage a user to learn something new, and then enable that feature. It's a bit of an adaptive tutorial mode.</p>
