<p>I wasn't suggesting making a reference mandatory or anything, it just strikes me they do practically everything that's required, all that's missing is to add another column for the reference and things like StreetComplete could start using it immediately. Then render a link to that reference in the website. Likewise it wouldn't be hard within iD etc to have a button when looking at something to say add a note.</p>
<p>I'm not really sure what other metadata needs attaching to a note to make it viable, you've already got username where present and dates etc. Unless you were imagining something closer to GitHub's Pull Requests, but that seems a bit OTT to me?</p>
