<p>It's obviously correct that it doesn't reactivate the note.  Unfortunately it does not show the user the block message, which would explain by the "reactivate" button that they have just pressed had no effect.</p>
<p>I tested this as follows:</p>
<ul>
<li>In browser A, log in as SomeoneElse2</li>
<li>In browser B, as SomeoneElse, block SomeoneElse2 for 0 hours but prevent editing until they read the message <a href="https://www.openstreetmap.org/user_blocks/3668" rel="nofollow">https://www.openstreetmap.org/user_blocks/3668</a></li>
<li>In Browser A attempt to reactivate <a href="https://www.openstreetmap.org/note/326743" rel="nofollow">https://www.openstreetmap.org/note/326743</a></li>
<li>The reactivate button goes away.</li>
<li>No information is shown to the user.</li>
<li>The note is not reactivated</li>
</ul>
