<p>What if we separate "post discussion comments" from "modify the map", leaving "modify the map" otherwise unchanged? This would break the posting of changesets by un-modified old applications that hitherto relied on being allowed to post changeset comments when they have the "modify the map" permission. Which applications would be affected?</p>
