<p>Is there a way to get a list of which applications actually post changeset comments from the logs? Suppose it should be fairly easy to get feedback from community on a rough application list. Though I'd still be curious to see how often it happens.</p>
<p>Whether it is possible or not, a breaking change like this could phased in. Announce the change and timeline. Add the "post changeset comments" permission. Wait a few months. Migrate to new "modify the map" permission.</p>
