<p>Some of the potential confusion could probably be avoided by making things a bit more explicit than they are right now.</p>

<p>Instead of "modify the map", I would suggest renaming that one to "modify the map, comment on changesets"<br>
Then add the new permission as "comment on changesets", maybe.</p>
