<p>To avoid incompatible changes, we could add a new "post cs comment" permission, and automatically set that flag in a db migration step, in case "modify the map" was already set. JOSM's behind the scenes OAuth mechanism still would need to be fixed, as it wouldn't set a flag fo the new "post cs comment" permission. Otherwise, idk what the impat would be.</p>
