<p>There is no concept of having "read" a comment (other than for messages) at the moment, and it would be a considerable challenge because you would have to track the read state for each comment for every subscriber to a changeset.</p>
<p>A modal popup is also an extremely "in your face" approach. I understand that may be your intention, but it probably wouldn't be welomed by all.</p>
