<p>New users have had to accept the ToU for something like two years.</p>
<p>Requiring old users to accept them for continued use of the website is still waiting on the OSMF board to formulate a communication strategy and schedule for the cut over.</p>
<p>And yes the basic idea is that sensitive information can only be accessed by accounts that have agreed to the ToU.</p>
