<p>The current instructions in the Vagrant.md are to run <code>bundle exec rails test:all</code>, and this takes care of preparing the test database. I checked this today by creating a fresh VM and running the tests in it, and there was no need to run any <code>db:migrate</code> for the test environment.</p>
<p>So we can close this issue now.</p>
