<p dir="auto">I'm going to reopen this - it's not exactly the same as rate limiting and is not in and of itself a bad idea.</p>
<p dir="auto">In fact it's close to my original plan for <a class="issue-link js-issue-link" data-error-text="Failed to load title" data-id="1862097874" data-permission-text="Title is private" data-url="https://github.com/openstreetmap/openstreetmap-website/issues/4198" data-hovercard-type="pull_request" data-hovercard-url="/openstreetmap/openstreetmap-website/pull/4198/hovercard" href="https://github.com/openstreetmap/openstreetmap-website/pull/4198">#4198</a> which was to limit the number of duplicate accounts which could exist for an address but I went with the alternative approach because it was quicker to implement as it didn't need changes to the user table to store a canonical address for users.</p>
