<p dir="auto">JOSM and fwiw Vespucci and I suspect any other editor that supports "auto-chunking" aka automatically splitting up changesets so that they are smaller than the maximum changeset limit will do this. While it would be better to do this with uploads that are referentially complete, I don't know of anybody that does that. See the longish discussion on making uploads idempotent somewhere on this repo for more information. BTW this is the mechanism that the vandals are using in Israel.</p>
<p dir="auto">In any case this behaviour is one of the problems of introducing variable limits as proposed as the editor can't actually predict if the next upload will be successful or not, potentially leading to orphan nodes etc, because the parent elements can't be uploaded.</p>
<p dir="auto">This is not a deal breaker, just something to keep in mind.</p>
