Will it be possible to use the accumulated number of changes rather than the elapsed time as the measure by which the rate is increased?

I can see a malicious account creatingbg a benign changeset, waits a week doing nothing suspicious and then receives a decent rate. Providing an initial 10000 benign edits, working for a period of at least 10 hours, in order to get a rate increase is much harder to achieve. On the other hand, I do not believe that would be unacceptable for new inexperienced users.
