<p dir="auto"><a href="https://github.com/openstreetmap/openstreetmap-website/blob/b32fc8e32ec601b8ec06f34c962f3f9cf78770f6/app/models/user.rb#L122"><code class="notranslate">after_initialize :encrypt_password</code></a> is invoked before the first time the form is validated in <code class="notranslate">users_controller.create</code>. This function modifies both password related fields, and effectively disables validations for them.</p>
