<p dir="auto">I have trouble understanding what you are proposing in regards to the logic in the API which needs to prepend the first comment for notes. Could you have a look at my <a href="https://github.com/openstreetmap/openstreetmap-website/pull/4481#discussion_r1790139682" data-hovercard-type="pull_request" data-hovercard-url="/openstreetmap/openstreetmap-website/pull/4481/hovercard">previous comment</a>?</p>
