<p dir="auto">I propose to use the cookie <code class="notranslate">_osm_anonymous_notes_count</code> introduced <a href="https://github.com/etienneJr/openstreetmap-website/blob/0f2df0b9efcfff1d6bb0f7b2d16fa23f85d8708d/app/assets/javascripts/index/new_note.js#L167">here</a> in <a class="issue-link js-issue-link" data-error-text="Failed to load title" data-id="2769035189" data-permission-text="Title is private" data-url="https://github.com/openstreetmap/openstreetmap-website/issues/5468" data-hovercard-type="pull_request" data-hovercard-url="/openstreetmap/openstreetmap-website/pull/5468/hovercard" href="https://github.com/openstreetmap/openstreetmap-website/pull/5468">#5468</a>. It's not perfect because deleting the cookie will release the blockage, but it's better than nothing I think, and it's simpler than a system based on IP address, right ?</p>
