<p dir="auto">Yes, originally, these were tabs, as seen in <a class="issue-link js-issue-link" data-error-text="Failed to load title" data-id="20348415" data-permission-text="Title is private" data-url="https://github.com/openstreetmap/openstreetmap-website/issues/498" data-hovercard-type="pull_request" data-hovercard-url="/openstreetmap/openstreetmap-website/pull/498/hovercard?comment_id=28606859&comment_type=issue_comment" href="https://github.com/openstreetmap/openstreetmap-website/pull/498#issuecomment-28606859">#498 (comment)</a>. The leftmost tab was a “View” tab, so something was always highlighted as long as the map was visible. The 2012 redesign was originally going to <a href="https://github.com/openstreetmap/openstreetmap-website/pull/498#issuecomment-25524905" data-hovercard-type="pull_request" data-hovercard-url="/openstreetmap/openstreetmap-website/pull/498/hovercard">keep this tab around</a> while turning the tabs into a segmented control, but ultimately the “View” segment was nixed, so that it wound up functioning like a row of toggle buttons. <a class="issue-link js-issue-link" data-error-text="Failed to load title" data-id="2501731312" data-permission-text="Title is private" data-url="https://github.com/openstreetmap/openstreetmap-website/issues/5151" data-hovercard-type="pull_request" data-hovercard-url="/openstreetmap/openstreetmap-website/pull/5151/hovercard" href="https://github.com/openstreetmap/openstreetmap-website/pull/5151">#5151</a> removed the other two buttons, leaving “Edit” all alone. The highlight might’ve regressed at that time.</p>
