[Rebuild] Moving specific changesets to another user?

Hi,

We are very close to a solution in the Czech Republic where a number of 
compatible datasets were colloboratively imported into OSM but pavel, 
the owner of the actual account used, has declined the new terms. All 
other members of the import team have agreed to the new terms and have 
explicitly given their agreement to the import data.  Specifically, it 
is 152 changesets listed here:

I now need to announce exactly what we intend to, wait a while to allow 
for valid objections, then ask you to do it.

So, may I ask what should/can be done?

Can the 152 changesets be moved from the pavel account to another? Or what?

I have cc'd Petr Morávek who is working on this with me.

PS We have a similar situation in Italy and also balrog-kun edits in the 
USA which can be defined by bounding box rather than specific changeset, 
I believe.
