We could choose to treat incompatible edits similar to the way we
treat anonymous users.

For anonymous users, the DB knows the uid of an anonymous edit, but
that uid is changed to uid=0 when presented to the public.

For incompatible edits, we can choose to treat them the same way once
we change over to ODbL.  Replace any values changed by the user and
keys added by the user with "redacted".  Replace any coordinates added
or changed by the user with "redacted".
