[Rebuild] Weekly progress update

Dear All,

This week twenty commits were made to the license change branch by
five authors. Work on the tests continues.  It is nice to see code
merged to this branch from "new faces".  Your continued participation
is appreciated.

The most complex failing tests still concern the handling of
relations. Some less critical (IMHO) tests related to identifying
whether string changes are significant also remain outstanding. I have
so far managed to make about half of the failing samples pass and have
some clear ideas how to tackle the remainder too. Matt has, in the
past 24 hours, committed but not yet plumbed in some code which (to my
eye) looks geared at the relation cases, so let's keep an eye on that.
Oh, and let's also help him!
