[Tagging] Feature Proposal - RFC - Sauna

Hi Kim,

why exactly do you want to convert a widely used tag (amenity=sauna, 
~1000 uses) to a very rarely used tag (leisure=sauna, ~13 uses).

The Proposal does not tell why this change is required.
