The definition restricts usage with this sentence "The Community<br>
Centre is owned and provided by the local government."<br>

The linked wikipedia article<br>
<a href="http://en.wikipedia.org/wiki/Community_centre" target="_blank">http://en.wikipedia.org/wiki/Community_centre</a> doesn't for good<br>
reasons: it mentions a lot of those facilities run by religious<br>
communities, which are in most countries not "the local government".<br>
There is also the possibility that a foundation or a political party<br>
run a centre like this.<br>
<br>
I find the restriction to governmental institutions somewhat<br>
unnecessary. What about changing this? We could still encourage the<br>
use of an operator tag to clarify who runs the thing.<br>
