Not that it matters greatly for this discussion, but in Minnesota municipalities do include cities and townships. Ex: <a href="https://www.revisor.mn.gov/statutes/?year=2010&id=462.352">https://www.revisor.mn.gov/statutes/?year=2010&id=462.352</a> (subd. 2) or <a href="https://www.revisor.mn.gov/statutes/?id=200.02">https://www.revisor.mn.gov/statutes/?id=200.02</a> (subd. 9). Definitions aren't the same in every state...<br>

No, that’s a contradiction in terms. “unincorporated” basically means “outside of a municipality”. Hence people talking about New Jersey being “fully incorporated” while Minnesota is not: Every place in NJ is part of a municipality.<div class="im">

Unsurprisingly, Wisconsin is similar. place=hamlet is the thing to use for these, but it’s irrelevant to the admin_level as there is no administrative boundary for unincorporated communities.<br>
