To me, this sounds like a great thing to display *over* OSM data, but not *in* it.  It seems similar to geocaches, which have their own infrastructure for people discovering and reporting about them.  ie <a href="http://www.geocaching.com/map/beta/">http://www.geocaching.com/map/beta/</a><br>
