If your country has effectively abolished conscription numbers, this<br>
is one thing. Another this is how they work in countries where they're<br>
used all the time. In my country, both numbers are used concurrently<br>
and together with street name, and this country together with a<br>
neighbouring country are the largest users of this addressing system<br>
to date.<br>
