This is exactly the same kind of question as the one I raised about
pedestrian crossings.<br>
They are places where pedestrian can walk safely and they can also
extend on a rather large areas and be along a way (on it, not
beside), or even be a way by themselves when they are painted across
an area such as a parking lot.<br>
The conclusion is that crossing=* can simply apply no nodes, ways,
and areas.<br>
There was first a reaction against these unusual situation.<br>
Then, after I wrote a fuller explanation, silence.<br>

Rejoining your case, I once had to map a special step configuration.<br>
It's a monument called "perron" in this region, made of a some 50+
cm stone pole and surrounded by a base made of circular steps (piled
up decreasing radius disks in SVG).<br>
I don't remember exactly how I mapped that steps= circle, but I
remember that it was erased by a member of the species who simply
erase what they don't understand without even contacting the author.<br>
