It comes from discussions here, on tagging group, for a
large area of steps that referenced a draft proposed
relationship by Dieterdresist - <a moz-do-not-send="true"

target="_blank">http://wiki.openstreetmap.org/wiki/Relations/Proposed/Area</a>
- draft date is December 2009.<br>

Dieterdresist has given permission for the split.<br>

Where very large areas of steps exist OR large areas of
steps of an non regular area exist there tagging by a single
way is a misrepresntation of the steps on the map. they need
to be mapped as an area. <big>Using a simple area tag
looses the direction of upwards (or downwards if you
prefer) so a relationship is used.</big><br>
