I would prefer to stay with "approved". Using "published" would not<br>
actually make things clearer, quite the opposite: Using the normal<br>
meaning of "published", a proposal is published as soon as someone hits<br>
the save button.<br>

Placing more weight on tags that are the result of public discussion and<br>
represent a consensus among interested mappers is actually a good thing.<br>
