I'm inclined to use the general landscape visibility of the line to map it, as it seems to be the reason of the difference of rendering between them, which means that lines on poles and small tower would be power=minor_line, and lines on taller towers would be power=line, but I would like to have a confirmation on that, as it doesn't seem to be clear anywhere.
