<p>thanks for the offer. I still try to decide what to do with these elements.</p>
<p>In some cases it is obvious that editors have invested time to document</p>
<p>something, so I'd not want to simply delete their work. </p>
<p>I guess I'll start to comment those changesets which introduced the</p>
<p>unusual highway=* tag and ask if a replacement to note:highway=*</p>
<p>or something similar would be okay.</p>
<p>If you think that this is a good idea, just do the same.</p>

Purpose of such objects is to ensure that armchair mappers will not<br>
remap it again. Object with note=* seem better than highway=neverbuilt.<br>
<br>
In case of low risk of remapping by armachair mappers such ways may be<br>
safely deleted.<br>
