<div class="gmail_extra">IMHO this has nothing to do with "permit", you don't need a permit, you (or better: your vehicle) must satisfy certain conditions. Those are more similar to maxweight or maxheight IMHO ("maxemission").</div>

For example the German Umweltplakette which you may be familiar with. No sticker means no entry. You can get a ticket for "failing to display a sticker." In Italy you have to expose a small piece of printed paper from your insurance company behind the windshield to document that you have paid car insurance. No sticker means you can get a ticket.
