      The road values come from the UK system, and need to be adapted to
      other places. <br>
      So 'unclassified' may be translated to some type of road in
      another part of the world that could carry a reference. <br>

                              It is certainly possible, in the UK all
                              public highways have a<br>

                              classifications these references are used<br>
                              internally by Local Authorities and the
                              references do not appear on<br>
                              signs. The consensus is that only
                              references that a visible should use<br>
                              the ref tag in OSM.<br>

                              appear on the standard map but can be
                              rendered on more specialised<br>
