So 'unclassified' may be translated to some type of road in

It is certainly possible, in the UK all
public highways have a<br>
reference number. For lower
classifications these references are used<br>
internally by Local Authorities and the
references do not appear on<br>
signs. The consensus is that only
references that a visible should use<br>
the ref tag in OSM.<br>

For unsigned references we use
official_ref and prow_ref which will not<br>
appear on the standard map but can be
rendered on more specialised<br>
maps.<br>
