Italy's central bank, Bank of Italy, is not a goverenmental
institution (<i>it has shareholders...</i>), and the same is true
(<i>afaik, but haven't checked</i>) for the US Federal Reserve
Bank...</p>

isn’t the situation quite different in different countries? Some central banks are depending on the government / must follow the orders they receive or reach the objectives, others are apparently independent from the government. We don’t necessarily have to treat them all the same.
