In a nutshell: foot=yes/no is only asked if sidewalk=no is tagged.<br>

As per request on this mailing list, I now changed it so that regardless<br>
of whether sidewalk=no is tagged, it is never asked for service roads,<br>
living streets, pedestrian and residential roads. Here is the code:<br>
