I'm a little confused about how to decide when to use tunnel=flooded<br>
vs tunnel=yes with waterway=canal or other free-surface-flow<br>
waterways. Is this tag meant to replace all instances of tunnel=yes<br>
for large waterways, or are there situations when tunnel=yes with<br>
