I'm working with some roads in Central area in Hong Kong. Des Voeux Road <br>

According to the wiki description of highway=secondary, such road "is not part <br>
of a major route, but nevertheless forming a link in the national route <br>
network." Des Voeux Road Central (between Queensway and Pottinger Street) is <br>
such a highway for buses only. Tens of bus routes are using this road to serve <br>
passengers between Wan Chai to Central, while other motor vehicles must use <br>
the other highways in the region (also tagged as highway=secondary).<br>
<br>
However, a highway=service is "generally for access", and also "for access for <br>
parking, driveways and alleys". Des Voeux Road Central is definitely not the <br>
case here. It is instead a major road in the road network usable by buses.<br>
<br>
What should I do here now?<br>
