<div>I update the tagging chapter to better explain when to use natural=heath, natural=shrubbery, or tag it as a forest. I didn't include a specific height constraint because I think the mapper is perfectly able to make that decission.</div>

<div>I didn't change the value to shrubs. This point will always be a discussion point that we will probably never reach an agreement on with all mappers. The definitions are really close together and because shrubbery puts more emphasis on the decorative and
human part, I, for now, prefer shrubbery. It can always be changed if needed if the vote decides so.</div>
