Enthusiasm was meant in a positive and
encouraging way, sorry if you see that as my personal
observation and consider it as not particular helpful, it was
not intended in that sense.

Neither should you however make conclusions
from my personal opinions, and maybe misinterpretation and not
good practice use of a certain tagging, that I consider it
"wrong", I always try to express my personal opinion in the
format of a question, so no, i didn't say anywhere that the
definition of highway=track is wrong for Africa, neither do I
see any need to change it at this time, but rather learn from
other views and then see how it is applicable on a global
scale.
In Africa we do have our local interpretations and we do more
and more define them in local conventions. As over the years
the local support and use of these local guidelines grows we do
and will make more global proposals or suggestions to improve
the documentation, and we intend to do this all in good faith
and focus on how the global documentation can be improved.
Unfortunately we are not their yet, besides the local pages we
lack the resources for communication, the knowledge and in great
extend we fear the intimidation by strong forces and local
interest groups like they exist in the US and Europe.
In that context I express my personal opinions here, as a member
of a local community, in no way I want you or the community to
perceive my comments or opinions as being representative for the
whole of Africa.

But I assume everyone does the same, and
most of us do, in good faith and with focus of improving OSM,
but that means, again in my personal opinion, that it's best
practice to define local variants and opinions first on a local
scale, and if feasible consult the global communities opinion
and consent before we start making changes on globally used
pages.
And that is not a move against you personally Brian, no against
specifically the community in the US or in Europe, but a general
form of respect for a free and open community.

What I'm hearing you say is "the current documentation on
highway=track is wrong for Africa". To solve this -- is it
your position that the international equivalence page should
be expanded to include highway=track and the highway=track
page be made more generic? I'd be interested to hear
practical recommendations as to how our documentation can
properly account for usage in Africa and/or invite you to
directly contribute documentation to the wiki. I note that
the international equivalence page doesn't discuss
highway=track (beyond a brief mention at the extreme bottom
of the page).
