I agree that it's a good term, & as mentioned, a good match for highway, railway, airway etc.

One problem though is that we do already have <a class="moz-txt-link-freetext" href="https://wiki.openstreetmap.org/wiki/Tag:waterway%3Dseaway">https://wiki.openstreetmap.org/wiki/Tag:waterway%3Dseaway</a>. Marked as abandoned with only 70 uses so I'm not sure if that would cause issues?

Seamark:type has 437 054 objects ! 6 971 Users. 49 439 Moorings, 9 614 harbour categories, etc... Dedicated add-on in JOSM etc...
Those numbers speak for themselves. I would say look no further, this is a no-brainer.
