<p><font face="Verdana">The fact that al these places are called
"Library" proves that the term is more and more used to reflect
the concept "loan at a general fee or for free". Not as such any
more the origin of the semantics "Library" as for books alone.<br>
In my experience this trend, of being libraries just places to
read or loan books, changed already long time ago, as I remember
from my youth some 35 years ago, I could go to the library to
loan records, CD's etc...<br>

<p><font face="Verdana">So I would prefer to tag them all under one
top-level tag. amenity=library. "A place where you can
reference, loan or borrow items from a collection at a periodic
fee or for free".</font></p>
<p><font face="Verdana">Please avoid attribution tags which contain
the word "type", as this is already discouraged in the original
proposal and description

<p><font face="Verdana">The current tagging scheme needs to be
extended. So I would suggest introducing the collection=* key.
This key can contain a non-exhaustive list of collections
provided by the library.<br>
So in this examples given this could be
collection=toys;tools;bicylces;books;records etc....<br>
For book libraries, or even other types of libraries,
specialising in a certain theme, like topographic maps,
archeological literature, periodics etc...<br>
one could use collection:theme=*.</font></p>
<p><font face="Verdana">If we would follow such a tagging scheme
mappers will be able to find all the institutions with the same
concept, with the same attribution tags, under one top level
key. Please don't focus on semantics, we just use a common
English word to refer to these amenities.<br>

there's also "bicycle libraries". I think the concept is
actually a little closer to "leasing at cost or almost free".
For example you pay 10 euro yearly, get a kiddy bike and
switch it for a bigger bike as the kid grows. There's a few
