Regarding values section I disagree when you state there are tagging errors and that building=* should be used. The building key describes what a building looks like, not what it is used for. You can have a building=hangar which is used as a place of worship (amenity=place_of_worship). But it is still a hangar from an architectural point of view. The same way a building=church can be used as a museum. It is still a church from an architectural point of view but not a place of worship anymore. Most of the time at least in my country you will have an adequation between those tags but it is not a general rule because once again building tag has to do with architecture, not use. A famous example being Saint Sophia in Istanbul: The building stays but the use changed several times.</div><div name="BB10" id="BB10_response_div_BBPPID" dir="auto" style="width:100%;"><br></div><div name="BB10" id="BB10_response_div_BBPPID" dir="auto" style="width:100%;">I think the interesting part of your question is about which status to give to place_of_worship key. My point of view is that since your proposal did not address general use of how to use place_of_worship key but to address specific use cases (what we call "tag" ) then place_of_worship=holy_well is approved and place_of_worship=* is in use. But the step to defined it as approved is very small once a specific tag is approved for a given key. </div><div name="BB10" id="BB10_response_div_BBPPID" dir="auto" style="width:100%;"><br></div><div name="BB10" id="BB10_response_div_BBPPID" dir="auto" style="width:100%;">By the way I don't know if you are familiar with that but I suggest you to create a template for listing values in a table in order to ease translations and consistency between all wiki pages. I don't know which template is the latest best one to start with (I know there is one where you just have to give a list of values and it will gather description, status, photo and features compliant with from osm dataitems.
