On relations you can use any tags, because you can use any type of relation and you don’t know what kind of relations people are coming up with, for example you could make a site relation tag it with leisure=practice_pitch and add a wall to it. The wiki about use on relations is more informative (is the tag used on relations?) than prescriptive and I’m not sure how much sense there is in asking this for a proposal.<br>
