It is ea bad idea to make such values. Since there is not a single water level straight. Just look at the floods of this year or any canal boxed in by locks. If the lock opens you loose water out the canal and it is flowing downstreams. It is the same with

 any river as well. Every bridge should or has a water level measurement fixed in the vincinity of the bridge and be visible for all captians. Just to be able to see if the vessel could pass the bridge or any obstacle safely.</div>
