    <p>"we map what's present" - is that current use? What if it's
      vacant? Do we map what we see or what the locals see, i.e. "That
      looks like an interesting building, what is it?" - "Oh, that's the
      old creamery, but it closed in 1975." Do you tag that as <font
        face="Courier New, Courier, monospace">building=yes</font> or <font
        face="Courier New, Courier, monospace">building=industrial</font>
      or whatever the outcome of this discussion will be?</p>

      If I was to build a residential property in a style that I, or
      more importantly, you perceive as a church; & to then say it
      should be tagged as a church, even though it's *never* been one,
      is ridiculous.

      The building:use tag inappropriately expects contributors to make
      guesses bases purely on a building's visual appearance.

      In OSM we map what's current. When a building stops being used as
      a church/school/whatever, the building tag get s amended
      appropriated;. If someone wishes to record what it was, the
      historic tag, or similar can be used.
