It might be personal but in terms of drawing techniques I find it nicer if features of the same object (landuse in this case) don't overlap. Overlapping features clutters the view of the mapper. What if the same area has multiple landuse? Do you then draw two
 areas exactly on top of each other other?</div>

True, for some areas there might be a small discussion between mappers what the most dominant use is but that is still better then the current sitiation where the mapper is required to chose 1 landuse. The proposal does not change anything in the descision
 making proces for the landuse value compared to the current situation, it actually makes it easier. The value that you currently use (for example determined by discussion with mappers) is the primary key.</div>
