     <br>Routers need place nodes to determine the centre of a town/city. If you ask for a bike route from Cambridge to Oxford, you want Great St Mary's to Carfax, not a random centroid somewhere in a housing estate to a random centroid somewhere in a lake.

   Especially if the centroid is based on the council area and not the settlement... Nobody ever says "take me to the Borough of Gravesham" for example. Navigation is about places, not admin boundaries.
